I see this trolley in Ruddertowne all the time but have never seen it move. I looked all over the internet for info on it and found NOTHING. So at this point I'm not really sure what the scoop is. Bus there is the regular DART bus that go all over and between both beaches. I will follow up and update.

Rehoboth Beach's original Mass Transit System, 33 years in service. Jolly Trolleys & Jolly Trolley Passenger VANS are available for Special Events, Weddings, Parties & Private Charters. Narrated Tours 6+ adults required. This is a nice relaxing way to get from Dewey to Rehoboth Beach.

Don't drink and drive! The Jolly Trolley is a summertime shuttle service that runs between Rehoboth Beach and Dewey Beach with numerous stops in between.
The cost is $1.50 per ride for adults ($3 after midnight) and free for children under 6.

You totally need a car.
Dewey, Bethany, and Ocean City - a whole strip of beach towns are all in a row. You will want to spend time in O.C. and which ever other one you are staying in.
You need a car to get from town to town, and around within a town.
