Downtown Dover hosts an annual St. Patrick’s Day parade the Saturday before St. Patrick's Day. The event is held on Loockerman and State Streets and it is free! Sponsored by the Downtown Dover Partnership, the parade was in its 16th year in 2009.
Start time is usually 2pm.
BTW, in 2008 police in Delaware arrested 34 people for DUI on St. Patrick's Day and the weekend before the holiday. Have a designated driver or call a cab!

Dover officials have signed an agreement to hire professional deer hunters to kill does in the area (as well as in other spots in the state) in order to help manage the growing deer populations which are getting into highways and residential areas and causing problems.
They plan to kill the does after the start of the breeding season in order to also check the fetuses to see the distribution of healthy off-spring and the distribution of the sexes.
We had a similar program in Rochester, NY and it did very little to stem the deer growth. Nature eventually fixed the problem with two extreme winters that decimated the deer population.

The Dover legislation has made it illegal in the State of Delaware to have your tongue split by anyone other than a licensed, practicing doctor.
Tongue-splitting is a new fad for those who like tattooes and body-piercings. It involves cutting the tongue in the center from the tip backward about one-third the length of the tongue. This gives the tongue a unique serpent (forked) look that some people find attractive.
If you want this procedure in Delaware, then don't go to your local tatoo parlor but go see your doctor from now on.

The Dover newspaper carried a story of how a local firm (with Pennsylvania-Dutch ties) was charged with discrimination because they would not allow employees to have certain extracurricular classes on company property. The classes included tarot card reading, black magic, numerology, psychic reading.
The company argued that they do allow training classes that further the benefit of the company and its employees (like accounting, reflexology, typing) but would not allow that the classes mentioned above would benefit them.
The dispute has gone to the court system where it will take a while to be decided.
