It's common to see cops on horses throughout the French Quarter - especially at midnight on Fat Tuesday. All the horses line up in the street and move in unison down the street as people are ordered off (as I mentioned in one of my Mardi Gras tips). This tends to make New Orleans at midnight on Fat Tuesday seem like Gotham City -eerie and strange.
Otherwise, pretty tame appearance by day.
