People from places where winters are snowy and cold will probably be amused by this.
Here in winter it's crazy. When there is a storm approaching and we are supposed to get snow-even just a tiny bit, people will rush to the store to stock up on toilet paper, bread, milk. It really is sort of funny, you go in the night before a storm and the shelves will be practically empty. This tends to happen even when a relatively small amount of snow is supposed to fall (less than 3 inches).
Schools usually close when there is a storm, even if there is very little snow. A lot of businesses will close early. If you are here during a snow storm, buses and subways will usually be running as close to on time as possible. Make sure to check the websites of places you want to visit, because they don't always announce on the television which tourist sights will be closing due to a storm.

Every year on Memorial Day weekend, Rockville hosts Hometown Holidays, a three-day festival which really is one of the few traditions around here. In the past there were carnival rides, though this time they decided to bring in an art fair instead. There is the "taste of rockville", overpriced food from many area restaurants; street performer types, skateboarding, fireworks at night, and musical acts which have been getting better over the years. This past year we had the bands Live and the Gin Blossoms - something of a tribute to 1995, but great bands nonetheless. Rockville rocks!
