Car is the best way to get to Ocean City, although there is limited public transport from Atlantic City. Train from Philadelphia arrives at Atlantic City and then its a Bus ride from there.
Best way to get round the City is Car, if you dont have one try renting a bicycle and using that to explore the City. No bikes on the boardwark after 12 noon.

Go by boat. Come in through Great Egg inlet. Call ahead for docking availability. I'll list locations soon.
You can circle the island of Ocean City by boat but Corsen's Inlet on the south side of the Island is not marked and can be tricky especially at low tide.

Finding a place to park isn't hard, plenty of that, even on crowded weekends there is some lot space left. Finding FREE parking is another matter. Parking in the rental-residential areas can be found, but not so much so near the center of town and the boardwalk. So most people bring their bikes. OC is a LONG city and walking to a destination can take a while. Biking around is very popular. You can ride right up to the boardwalk and LOCK your bike to a ramp railing. Biking on the boardwalk is only allowed in the a.m.
Rollerblading from point to point is becoming more and more popular each year. Road conditions aren't the greatest for it though...
