On Floyd Bennett Field in Brooklyn and right across the Marine Pkwy Bridge in Queens at Fort Tilden, you can find some decent fishing. The better of the two is in Queens, at Tilden and farther down at the Breezy Point Tip. During the summer, you are only allowed to walk onto the beach (b/c of the possibility of disturbing Piping Plover and Tern nesting habitats) but in the off season, you may apply for a 4 wheel drive permit that allows you to take your truck or SUV onto the beach. People seems to have a lot of success at both locations, but you do need a permit to fish here (it's still the city even if it doesn't look like it and would get mobbed if it were completely uncontrolled). You may get a permit at Building #1, the Ft. Tilden Visitor Center.
Equipment: If you are thinking of getting a 4 wheel drive permit, then you need to prove you have all the proper equipment, in case you get stuck--chains, for example. Also, those permits run out very fast...
Otherwise, it's up to you what all you want to bring fishing. I would think you'd need some poles:)
This charter is a great value for the money. They not only include the bait and equipment, but also the refreshments. A clean comfortable boat with a knowledgeable crew.
