This is the Queen Elizabeth grandiflora rose which was presented to the Elizabethan Gardens in 1976 in honor of the bicentennial by her majesty Queen Elizabeth the II.
There's another Virtual Tourist page on Elizabeth City which talks about this garden. It says:
"The thing I liked a lot was going to the Elisibeatan Garden. it is the most beatiful thing I have seen there. I miss seeing the beatiful flowers and plants and sitting by the ocean and listening to the waves."
But while Elizabeth City is the home of the Rose Buddies, it is NOT the site of the Elizabethan Gardens and is on a river and not on the ocean. Those gardens and this rose are on Roanoke Island (which isn't on the ocean either BTW). And it bothers me that this page is in the wrong place.

Elizabeth City is a wonderful little town on the Pasquotank River in the Albemarle Sound area. They are friendly to boaters going up and down the ICW through the Dismal Swamp Canal. They have a wine and cheese party every night there are at least 5 new boats at the dock.
Fondest memory: The friendly people and the good unpretentious food.
I used to love the milkshakes made from real ice cream at Stalks. This is one of the only places that we got off the boat and eat breakfast in town. Unfortunately things change, and Stalks is now a dress shop. Mr. Comstalk sold his restaurant because he couldn't find someone to take it over.
