Tarta is convenient and safe during the day. I've also never heard of any kind of bad accident on the Tarta buses, the drivers are safe. Rates are like a dollar per person, less for seniors and children, etc., but you can get a week pass for 10 dollars and month pass for 40 dollars. You can et bus passes at most local banks.
The bus stops at lots of stops all around town, and there are places almost everywhere that people travel to (the mall, downtown, etc) where you can be picked up by tarta. I wouldn't recommend riding the bus alone at night or when drunk, don't stand around at bus stops alone downtown late at night, either... and I certainly wouldn't put children on the bus alone just for safety reasons. The buses are always packed during big events.
The also have call a ride, which you can call if you need to be picked up!

They're doing T"art"a, now, too, so the buses are decorated neatly sometimes.
