Ballinger is a town of about 4000 located in the Big Bend Section of West Texas at the intersection of Texas Highway 158, and US Highways 83 and 87. The town was originally established in 1886 and was named Hutchins City. Ballinger was named for Judge William Pitt Ballinger, a railroad lawyer, Texas statesman, and Mexican War Veteran. It is the county seat of Runnels County. Runnels County was organized in 1880 and was named after Hiram G. Runnels a governor of Mississippi and member of the Texas Legislature.
