Besides the Vermont state map, you gotta have one of the Explorer's Guides by Chris Tree. It is available at any good book store (like barnes and noble). It is jam packed with everything you need to know about places and things in Vermont.
this is not really a "packable", but if you are going to Vermont in winter for skiing or otherwise, be aware that all-year radials mean Car-Toboggoning down icy roads. Most accidents here come from some poor bastard in a SUV who thought his Snow tires would be fine. Studded tires are a MUST for winter driving here( and I lived here for 22 years so I know a VT winter). It is also a good thing to include a hitch and heavy gauge chain in case you need to be towed out of a ditch!
Bring a sweater or jacket. I was there in mid-July and half froze to death in my summer dresses I'd brought for my niece's bat mitvah. It was cold and nasty when we were there and the only swimming I did was in the hotel pool since it was indoors!
Good hiking boots and weather proofs for hiking. Good tent will save you on fairly expensive rooms in Vermont. This is their main tourist season so rooms are booked and expensive. If you do camp, bring a WARM sleeping bag for those cold nights. A good drinking buddy comes in handy for the brewpubs and helps if they like hiking too.
Something that withstands cold, snow, ice, rain, and fog. same as above, bring boots (mud and snow) lots of band aids most everyone should bring three packs of film and some kinda camera that won't decintigrate coat, boots, hat, mittens, ear warmers, gloves, and thermal underwear for winter, if you're from anywhere past the carolinas, same for summer, if not, bathing suit, tent, and a lot of bug spray duct tape
