De esta manera se conoce la obra cuyo título verdadero es La Carta Magna y las cuatro regiones argentinas, de la colectividad española residente en nuestro país, con motivo de la celebración del Centenario, y que por diversas dificultades (la muerte de Querol, una de ellas) tardó diecisiete años en concretarse, concluido finalmente por el taller del escultor. Puesta la piedra fundamental, por la Infanta Isabel, que había asistido a la celebración, fue finalmente inaugurado el 25 de mayo de 1927
