    OK, here is what my guide told me about the National Library:

    It was founded as an institution back in 1811 by the Primera Junta. The Library is using the building you see on the picture for the last decade or so.

    The building has 6 floors and 3 underground levels. The reading rooms capacity is about 1 000 readers.

    School of Librarians is located in the same building.

    The library has very rich collection, close to 2 million pieces among which some valueable pieces from XVI and XVII centuries.

    I found out that there is a site of the Library but it is in Spanish only.

    La Biblioteca Pública de Buenos Aires -hoy Biblioteca Nacional-, fue creada por decreto de la Junta de Gobierno de la Revolución de Mayo el 7 de septiembre de 1810. Por su importante caudal bibliográfico es la principal biblioteca argentina y una de las más importantes de América.
    La primera sede de la Biblioteca estuvo en la Manzana de las Luces, en la intersección de las actuales calles Moreno y Perú. Su fondo inicial estuvo constituido por donaciones realizadas por el Cabildo Eclesiástico, el Real Colegio San Carlos, el Canónigo Luis José Chorroarín y el Dr. Manuel Belgrano, entre otros.
    La nueva sede de la Biblioteca Nacional fue oficialmente inaugurada por Menem, el 10 de abril de 1992. El traslado del material bibliográfico dede la antigua sede de la calle México finalizó el 21 de septiembre de 1993.

    Finished in 1992 – started in 1971 – the National Library contains more than one million volumes. The Library’s unique design floats above the green parks below. The grand equestrian statue of Bartolome Mitre rides atop the hill just to the northeast and just below the library along the busy Avenida del Libertador is a monument to Eva Duarte Peron. Here was the presidential palace between 1937 and 1955 and it is here that Evita died, 26 July 1952. In the years following Peron’s ouster, in 1955, the military tried to erase all memory of Evita and razed the presidential compound – now found about 10 kilometers northwest in the suburb of Olivos.
