This is an inpromptu market for indigenous people from all over Brazil to sell their craft items. You will find them on the patio in front of the FUNAI building. This is the Federal Office Building for Indian Affairs. It is in the Setor de Radio e Televisao Sul, pretty much in the city center.
People start displaying their wares about 9am. There is also an official FUNAU craft shop just inside the building, at higher prices, and supposedly FUNAI keeps too much of the revenue for themselves. Mostly the goods are ceramics and basketware. But the most stunning items that I saw were two brilliant feather crowns. The prices were ridiculously low, so PLEASE do not try and bargain them down further. I bought a pair of wooden salad servers for US$ 2.
Indians from all over the country come to Brasilia to do official business at FUNAI, and they often bring a few items of local work with them to sell. I guess it helps to pay for the travel expenses.

Having in mind that it was built in 1960's in the middle of nowhere, one should not expect much... The most interesting place in therms of architecture is the city centre.
