Best downtown hotel is the Inter-Continental Dubai. Best luxury beach resort for couples is the Royal Mirage Dubai, a 6 star luxury resort second to none. The Jumeirah Beach Hotel and Resort is also excellent.
All facilities expected of a luxury resort in the tropics and then some.

The Al-Hatta Fort Hotel: The Al-Hatta Fort Hotel
Around $110 a night per double.
This collection of cathedral-ceilinged bungalows lies on a hillside above the village of Al-Hatta. It has all the amenities and then some, e.g., even an archery range. Though not exactly cheap, it's reasonable value for money considering the cost of hotels in the region. The food is good, the service in the restaurant is excellent. Rooms are very, very large and beautifully appointed with both AC and ceiling fans. Reservations are highly recommended -- and an absolute 'must' during the two 'Eid's, the Emirati and Omani National Day celebrations, and the Dubai Shopping Festival.
