Downtown Sihanoukville (Kampong Saom) is not terribly large, spanning about five blocks with a slightly dusty feel. That said, everything is available, from banks for cashing traveller's checks to a used bookstore.
When cashing traveller's checks in Cambodia, be sure that the signature on your checks matches the signature in your passport. A woman from Holland who was trying to cash her checks at the same time I was had not signed hers the same way, and as a result, could not cash her checks. It's all about fraud protection. And bureaucracy.
The used bookstore, though, is significantly more laid-back. Run for a guy from Kansas City who came to visit and just stayed, the store features a variety of good beach literature (Clancy, Ludlum, etc.). He'll buy your old books and sell you "new" ones, all at Cambodian prices. It's a nice way to change up. your reading material without having to fill your luggage/backpack with books.
Near the entrance u may find a shop on the left side where people sell dresses (alot).
We tried to do good bargain. 1st the owner offered $7 for a dress(u will see the pic), and we tried to cut it down to $5. And we think it was the best deal we have there.
Try to cut down a couple $. Vietnamese would not interested doing biz with Asian. (A lot of Vietnamese living there).
