The Elbe just outside Magdeburg at Buckau seemed to have even more serious problems!
This pedestrian bridge was unreachable as the river had breached its banks and was way over the footpath. The boat was unable to go under the bridge as the water was so high.
Highest rate of unemployment and social problems of the former East Germany make Magdeburg to the town with the second highest rate of criminality in Germany after Frankfurt-Main
Especially as foreigner avoid Ghettos like Olvenstedt!
But town centre is quite safe.
When I visited Magdeburg in April 06 the Elbe had serious flooding and many footpaths, pavements and pedestrian areas were impassable.
